Born: 

Bordogna received the B.S.E.E. and Ph.D. degrees from the University of Pennsylvania and the S.M. degree from the Massachusetts Institute of Technology.

He has been an officer in the U.S. Navy, an engineer in industry, and a professor. He was Alfred Fitler Moore Professor of Engineering and Dean of the School of Engineering and Applied Science at University of Pennsylvania.

Joseph Bordogna was Deputy Director and Chief Operating Officer of the National Science Foundation from 1999 to 2005. He served his more local community as a founder of PRIME (Philadelphia Regional Introduction for Minorities to Engineering) and on the Board of The Philadelphia Partnership for Education. 

Bordogna was IEEE president in 1998.
