AX used most commonly for commemorative events
The statement "The AX prefix is generally assigned to military and experimental licence holders" is not correct.
More often, the AX prefix is permitted to be used to substitute for the VK prefix during commemorative events (such as the Bicentennial in 1988 and the Sydney Olympics in 2000). Thus VK2BEA could operate as AX2BEA during the period specified.
